many of my K12 schools are closed and will possibly close through May or possibly through the year

Biggest challenge for reporting is the key staff NOT being permitted to work during closure.
Have you heard any word about how to serve jails and account for that? The only option we have right now is with packets since there is no internet access.
Santa Clara County schools are closed until May 4
Would be helpful to get authorization from CDE for adult schools to continue regardless of what their districts are doing with secondary

Alameda County schools dismissed until May 1 - but many of us are doing distance learning
Saddleback College moved all classes and services to online. We are all allowed to work from home, including classified staff.
I have one suggestion tha came up on a regional AEFLA meeting about COAPPs - and can we do the proctoring online?
Most schools are just trying to connect with students. At this point, attendance could be an issue
LBCC campus closed and our noncredit that can be moved to remote instruction are completely remote instruction
CASAS is investigating the issue of administering coaap assessments remotely.

If a member wishes to give part of their funds to another member will it require 100% member approval?

We are not having a public meeting by May 2 to approve CFAD, is this going to be a problem? We did discuss it at our last meeting but not “approved.” No changes to the previous split of $$$

We noted in our last two meetings regarding the CFAD was due in May. Do we need to have formal (zoom) meeting in order for our members to vote on it? Or can they just approve it in NOVA and that will be the approval process?
are you anticipating that the COLA is likely to go away?
Would foregoing COLA be an acceptable choice (colleges deferring it to adult schools) under the leg proviso "choosing not to provide a service"?
CFAD: Can a member share funds with another member to fully spent even though the original members is still offering adult ed program?
We received funding in January for July - December and we're waiting on January payment in a couple of weeks. Will the rest of the payments be delayed as well?
Neil, do you see any issues with fiscal agents receiving the remainder of the funds for this fiscal year? There are 4 more, do you think there will be any delays?

We are still having public meetings via Zoom - send notification out to our mailing list and post on our website and anyone can join the Zoom meeting or call in. We still have a Public Comments portion. It's a little hard to facilitate but not too bad.
Brown Act does have rules for conference call public meetings that are easy to follow and preserve integrity such as roll call for each member to cast their vote. I also posted the Governor's Executive Order relaxing Brown Act on our webiste in case anyone objected to a virtual metitng and vote
Public/VirtualMeetings: We are having our Executive Committee meetings remotely for voting, but how about the workgroup meetings that were scheduled on a montlhly basis for us

Has there been any consideration to how to leverage AEP funds during this pandemic to support Adult Ed students, beyond what is already in place. Specifically, can we use funds to help individuals who have lost their employment and help them stay afloat (i.e. case by case student support services)?

Is there additional technology funding available that could be used to purchase Chrome Books so we can make a full transition to Web-based learning via Google classroom or Zoom? Students without computers can then participate from home? Are there best practices for supporting our students who don’t have computers at home?

@Thatcher you may want to connect with yourWorkforce Board. Governor press release will be going out today (maybe Monday) and we all got emergency funds to help workers affected including up to $3,000 in supportive services to each. Depends on what your WDB requested and is doiing wth the $$
Supportive sevices can pay for rent, food, utilities, etc.
Neil, Is there any consideration to pushing back Perkins grant or IECLE application, given we are all out of school? Could these applications be proxied over until next year?
For community colleges, work with your foundation to see if there are ways to provide student support

A question came into me via a Member wanting to confirm that they could continue to pay their adult ed instructor during the stay at home order using CAEP funds.

The problem with distance leaning in K-12 is that it needs to be negotiated with the teachers union...

this is a random funding allowability question. Would reimbursing instructional faculty and staff for increased broadband capacity for online learning be allowable (if the district allows)

Can you define "online"? If you are teaching students who only have cell phones and no emails but are using text-based lessons, does that count?

Our adult school teachers also use Remind to communicate with students and send out assignments.

Neil and team, thanks for your responsiveness. It's a huge question about how to shift quickly, reach out and connect to students, deliver what our students need and want (not just continued instruction). Sharing what is productive, what other programs are doing successfully.. will be helpful. But you know that..
Does anyone have examples of surveys that they have done with students?
our faculty union does not allow administration to dictate the delivery method for instruction, so there are many ways that non face to face instruction is taking place
We just started a regional Digital Learning PLC to share best practices, develop effective strategies, etc. It's definitely easier on a smaller scale. But state-level PD would be very helpful, too. Thanks, Neil.

Another significant factor to consider with DL is that if your student population is made up of mainly parents, their own academic time for learning may be limited.
We’ve talked about the K12 Student Success Program Area as an area to lean in to at this time given that many adult ed students may be at home teaching kids.

CTE online is another good resource for lesson plans and trying to get lab based coursework online.
It would be great if you could get CDE online with this meeting for comments on that side of the house.

Our GED test site at Bakersfield Adult School is closed along with our district closure
